FYI, I have reviewed and acked the  below pdump library patch.
[v12,06/12] pdump: support pcapng and filtering

There are some other patches , mainly new library librte_pcapng which needs a review and an Ack, can someone join to review and provide an Ack? 
I will also take a look.
