[EXT] atlantic macsec API's

Unfortunately to my knowledge, this project is no more supported by Marvell directly, although I'm still marked as a maintainer.

Hard to give a good answer here. Easy way would probably be marking the API as stable, because we tested that back in 2019/2020.
