[PATCH v8 0/1] dts: add second scatter test case

v8:
  * update test suite to use newly submitted capabilities series
  * split the MTU update patch into its own series.
  * now that the --max-pkt-len bug is fixed on mlx in 24.07, no longer
    need to set MTU directly so this is also removed.
