[PATCH 2/2] lib/dmadev: enable dmadev lib to be compiled with MSVC

[Andre Muezerie]

With the outstanding issues preventing dmadev from being compiled
with MSVC being fixed by this series, the lib can be enabled to
be compiled with MSVC.
