I am not able to see .rte_config file

That file is a file created by a DPDK primary process. The use of
"rte_eal_config_attach()" indicates that you are trying to run DPDK as a
secondary process, which does not work if there is no DPDK primary process
running on the same host (or VM) with the same user account.
