We don't need to return the TestPmdShell instance from the vlan_setup
method. Instead, that method can return None, and we can skip setting
testpmd to that return. So, this line becomes simply:

These changes are very minimal so I may just make them locally and
push to next-dts as opposed to waiting for your next lab shift.
