Question on CI: what is the proper way to specify patchset apply 
dependencies? The first patch in this series contains a "Depends-on:" 
tag which is supposed to trigger apply of that patch before applying 
this patchset, but apparently it's not doing that. Do I also have to 
specify something in the cover letter, not just in first patch?

This page suggests that it can be "commit log" (which I assume is 
patches) *or* cover letter. This can be read as either being valid. Is 
my understanding correct?
