[PATCH 20/29] doc/guides: improve IP pipeline sample app guide

[Stephen Hemminger]

Improve the IP pipeline sample application documentation:
- rename sections for consistency with other guides
- fix port enable/disable command descriptions which
  incorrectly referred to input ports instead of output ports
