[PATCH v1 02/17] bus/dpaa: fix fqid endianness

In qman_fq_flow_control(), the fqid field in the management
command was set using the host-endian fqid instead of the
pre-converted big-endian fqid_be. Fix it to use fqid_be
consistent with all other enqueue paths.
