[PATCH V2 15/15] power: add lcore ID check for PMD mgmt

[Huisong Li]

The pmd_mgmt lib is mainly used together with the data plane of ethdev
PMD. The core in data plane is ROLE_RTE. So use rte_lcore_is_enabled
to verify it.
