This patch implements the 'eth_dev_priv_dump' ops for the sxe2 PMD.
This interface allows applications to dump driver-specific internal
state and configuration information to a file stream.
The output includes:
- capabilities.
- device base info.
- device args info.
- device filter info.
- reprenstor info.
