[PATCH 05/22] ethdev: promote read clock and flow dump to stable

Two long-standing ethdev helpers graduate here:
19.08 rte_eth_read_clock, to read the device clock counter
20.02 rte_flow_dev_dump, to dump the internal flow representation
Neither has changed since it was added.
