[PATCH 16/22] ethdev: promote per-queue priority flow control to stable

[Stephen Hemminger]

rte_eth_dev_priority_flow_ctrl_queue_configure() and
rte_eth_dev_priority_flow_ctrl_queue_info_get() were added in v22.03
to configure PFC on a per queue basis. Neither has changed since.
