[spp] [PATCH 10/17] shared/sec: refactor function parsing cls port

From: Yasufumi Ogawa <ogawa.yasufumi at lab.ntt.co.jp>
Change function name `decode_classifier_port_value` to `parse_cls_port`
to be more simple and specific. The names of argument are also
refactored for the reason.
