[spp] [PATCH 0/1] Change default shared lcore in config

[Yasufumi Ogawa]

As primary is changed to do forwarding and require two lcores for,
change shared lcore among secondaries from 1 to 2. It is applied to both
of the latest and stable-v18.08 repositories.
