Thanks for your kindness and guidance.
First of all, I think how "--socket-limit" option is used
for DPDK applications in general.

SPP is application which assumes the following usecases.

https://doc.dpdk.org/spp/spp_vf/use_cases/index.html

SPP rarely allocates memory in dynamically
and thus SPP document guides users to alloacate
enough memory by using "--socket-mem" option.

If you find problem by using SPP, we are open
to improve document, please let us know the specific use case.
