[PATCH 21.11 0/2] net/mlx5: some backported fixes

The second patch contains 2 upstream patches:
 - 13c5c09390 net/mlx5: fix port event cleaning order
 - ef4ece4dbb net/mlx5: fix port closing

Since the second one was caused by the first one, I have just squashed
it into the first.
