[PATCH] bus/fslmc: fix use after rte_free

[Stephen Hemminger]

The cleanup loop would derefence the dpio_dev after freeing.
Use TAILQ_FOREACH_SAFE to fix that.
Found by building with sanitizer undefined flag.
