[PATCH 23.11 0/3] net/ixgbe: backport stats counter overflow fixes

These three fixes were accepted into main with "Cc: stable at dpdk.org"
and are already in 24.11, but are missing from 23.11 (not included in
23.11.8). They apply cleanly to 23.11; the ixgbe driver builds without
warnings with -Dwerror=true.

Found by Linux Verification Center (linuxtesting.org) with SVACE.
