    mempool/cnxk: support HALO in mempool
    
    This patch adds the support of HALO in CN20K mempool driver. It
    introduces a new devargs parameter "halo_ena" to enable or disable
    halo feature. If halo_ena is set to 1, halos will be enabled for
    NPA pools created by the mempool driver.
