    maintainers: update for ring and mcslock
    
    Replace Honnapa Nagarahalli with Wathsala Vithanage as a maintainer
    for the Ring Queue and MCSlock modules.
    
    I have contributed multiple bug fixes critical for correctness
    under the C11 memory model, added detailed documentation
    explaining the rationale behind the relaxed memory ordering
    and synchronization primitives,
    and have been actively reviewing code over the past year.
