Request to add to DPDK ecosystem - open-source ethdev test harness

Hi,

I'm sorry for incorrect destination of my previous mail on the topic.

We'd like to add extend DPDK ecosystem with a reference to open-source
test framework [1] which has good coverage for DPDK ethdev.

It uses letsencrypt certificate for HTTPs. If it is a problem, please,
let me know and we'll sort it out.

The test harness successfully finds bugs in a number of ethdev
drivers. See the list of reported bugs below:

Expectations for the most of bugs above were added to the database.
So, corresponding failures are not reported as unexpected any more.

Logs for some NICs and DPDK 22.11 are available. Yes, there are many
unexpected results which require classification/analysis. Some looks
like corresponding ethdev driver from my point of view.
