Register new CI lab for LoongArch testing

Hi,

We would like to register a new CI lab for LoongArch architecture testing.

Lab information:
- Organization: Loongson Technology
- Contact: Juxin Gao <gaojuxin at loongson.cn>
- Architecture: LoongArch64
- OS: Loongnix-Server 23.2 (based on CentOS)
- Compiler: GCC 12.3
- Test labels used:
    loongarch compilation
    loongarch unit testing
- Sender email: gaojuxin at loongson.cn
- Test report destination: test-report at dpdk.org

We have set up a CI system based on the dpdk-ci framework and are
currently sending test reports for patch series. We would like to
request that our sender address (gaojuxin at loongson.cn) be whitelisted
so that our reports are reflected in patchwork. Please let us know if any additional information is required.
