Register new CI lab for LoongArch testing

Hi,

Following up on my previous request. We would like to use the following
test labels for our CI lab:

  - loongson-compile-loongarch64
  - loongson-unit-loongarch64

These are different from the existing loongarch-compilation and
loongarch-unit-testing labels used by another lab.

Please whitelist our sender address gaojuxin at loongson.cn so that
our reports are reflected in patchwork.
