F40 CI Failures on Previously Passing Code - 23.11 branch

Hi Patrick,

The build issue for newer Fedora versions was solved, which was really
about python versions and running meson inside a venv.  That's being used
for F43 and F44 now.  But I'm wondering if something got missed on the LTS
pipelines on this.

I also agree, we should likely drop F40 anyway, because it is 1 year out of
date, in favor of the currently supported versions.
